Comparison data dictionary

The free comparison CSV contains one row per county and measure. Each row includes county_fips, county, state, measure, value, unit, value_status, source_period and source_url. release_id identifies the source edition; artifact_sha256 identifies its canonical content and provenance. Keep these fields with the values when reusing a download. County FIPS is a five-character identifier: preserve leading zeros. Empty values mean not available, while zero is a reported zero. The file includes each measure’s unit, value status, source period and official URL.

The complete CSV has 49 columns and several row families. Filter by record_type before analyzing. Blank fields can be unavailable or not applicable to that row family; read value_status and the notes. Preserve identifiers as text. Text that could be interpreted as a spreadsheet formula is prefixed with an apostrophe.

record_type

Row family: hpsa, muap, fqhc, wage, population, metric, source, methodology or limitation. Filter by this field before analysis.

county_fips

Five-character county or county-equivalent code. Import as text to preserve leading zeros.

county_name

County or county-equivalent name in the selected source edition.

state

Two-letter state or territory abbreviation.

release_id

Immutable source-edition identifier derived from the validated workforce artifact.

artifact_sha256

SHA-256 fingerprint of the complete normalized workforce artifact used for this edition.

record_id

Publisher record identifier, source identifier or numbered note, depending on record_type. Store as text.

name

Published designation, service site or industry name.

discipline

HRSA shortage discipline: Primary Care, Dental Health or Mental Health.

designation_type

Normalized HRSA designation category; for MUA/P, MUA or MUP.

source_type

Original HRSA designation-type wording before normalization.

source_type_code

Original HRSA designation-type code. Store as text.

status

Published designation status, or active for included HRSA health center sites.

score

Published HPSA priority score. Compare within discipline and read score_maximum; this is not a ClarityPoint opportunity score.

score_maximum

Maximum HPSA scale: 25 for primary care and mental health; 26 for dental health.

fte_short

Published designation-level full-time-equivalent practitioner shortage. Attributed to each county served, not county-exclusive or additive across counties.

population

Population of the HPSA designation as published by HRSA; not the county Census population.

underserved_population

HRSA designation-level estimated underserved population. Designations may overlap or span counties.

served_population

HRSA designation-level estimated served population. Do not sum overlapping designations.

formal_ratio

Population-to-provider ratio reported for the designation. Kept as publisher text.

poverty_percent

HRSA designation population below the poverty threshold, as a percentage; not a county-wide estimate.

rural_status

Rural classification supplied by HRSA for the designation; Unknown means unclassified.

designation_date

HRSA designation date when supplied; ISO date, not the date of a ClarityPoint research run.

update_date

HRSA record update date when supplied; ISO date.

withdrawal_date

HRSA withdrawal date where populated; interpret alongside designation status.

imu_score

HRSA Index of Medical Underservice, 0–100. Lower means greater underservice; designation also depends on HRSA criteria.

site_type

Health center grantee or look-alike classification. A site is a location, not an organization or unused capacity.

location_type

Published health center site location type, such as permanent or mobile.

street_address

Public service-delivery site address from HRSA; not a private patient or customer address.

city

Service site's published city. This address label does not define city-level report coverage.

postal_code

Published site postal code. Import as text; ZIP codes are not county boundaries.

npi

Published National Provider Identifier where supplied. Import as text; absence does not establish an unregistered provider.

medicare_billing_number

Published billing identifier where supplied. Import as text.

naics

BLS industry code: 621 ambulatory, 6216 home health, or 623 nursing/residential. 6216 is contained in 621; never add both.

ownership

Ownership coverage of the BLS wage row: private-sector establishments.

employment

BLS QCEW annual average employment for the industry and county. Jobs, not unique people or vacancies.

establishments

Published QCEW establishment count for the included industry, geography and ownership coverage.

average_weekly_wage_usd

BLS industry average weekly wages per job, in USD. Not an occupation salary or median; no hours adjustment.

average_annual_pay_usd

BLS industry average annual pay per job, in USD. Not an occupation salary or median; no hours adjustment.

value_status

Availability for wage/population rows: disclosed, reported, suppressed or not_available. Blank means the status field does not apply to that row family.

metric

Population-measure key, derived-metric key or release-metadata key. Interpret with record_type and note.

value

Value of the named metric. May be a number or release-metadata text; a blank numeric value is unavailable, never an implied zero.

note

Calculation caveat, methodology, limitation or source reconciliation note. Retain when sharing the data.

source_id

Identifier of the source manifest entry that supports this row.

source_url

Publisher URL for the underlying source. Source attribution does not imply agency endorsement of derived values.

retrieved_at

Timestamp when the retained source was acquired. This differs from the measurement period.

measurement_period

Period measured by the source, preserved from the source manifest.

source_sha256

SHA-256 fingerprint of the retained input. Read provenance_kind: a normalized cache hash is not a raw publisher-file hash.

provenance_kind

How the retained source was acquired or normalized, as recorded in the source manifest.

Geography and coverage

The map uses Census 2025 county and county-equivalent boundaries, including parishes, boroughs, planning regions, independent cities and Puerto Rico municipios. Boundaries provide geographic context; each measure retains its own source period. A county profile is not a city or travel-time analysis.

Designations may span multiple counties. Site counts measure listed locations, not staffed capacity. Compare counties directly; do not sum repeated designation populations or practitioner shortages as regional totals. Some Connecticut planning-region evidence cannot be attributed from legacy county records.
